1. Overview
This circular establishes minimum administrative standards relating to fee payments, invoicing
references, reconciliation handling, and payment identification procedures.
The objective is to reduce delays, prevent misallocation, and improve operational handling of
application-related payments and administrative fees.
2. Core Principle
A payment without a clear reference creates operational ambiguity, reconciliation delay, and
avoidable processing friction.
3. Payment Reference Expectations
Entities submitting payments should ensure that:
- payment references are complete and readable
- invoice references match the intended application or entity
- multiple unrelated payments are not bundled without explanation
- supporting payment confirmations are retained internally
“Payment sent pls check” is not considered a reconciliation process.
4. Invoice & Fee Identification
| Item |
Expectation |
| Entity Name |
Must match the application or invoice entity name |
| Reference Number |
Should be included where already assigned |
| Purpose |

| Supporting Evidence |

5. Misallocated or Unclear Payments
Where a payment cannot reasonably be matched to an entity, invoice, or application:
- processing delays may occur
- manual reconciliation may be required
- additional clarification may be requested
- duplicate confirmations should be avoided unless requested
6. Administrative Expectations
- entities should maintain internal fee records
- finance and compliance teams should coordinate references consistently
- agents submitting on behalf of clients should ensure correct attribution
- entities should avoid submitting conflicting payment explanations
7. Common Failures
- missing payment references
- using unrelated entity names
- sending incomplete payment confirmations
- multiple duplicate payment emails
- unclear fee purpose descriptions
